Existing Problems And Countermeasures Research Of Chinese Government Purchase Of Public Services

Since the 20 th Century,the rhythm of the development of human society has been accelerated,and the people's awareness of the rights has been enhanced.The government's responsibility is not only limited to protecting our homes and defending our country,but also dealing with the requirement of the public better.In this situation,government procurement of public services came into being.At the end of the 1970 s,it came into being in Europe and the United States,and gradually recognized by governments and people all around the world,showing a global trend of gradual proliferation.With the accelerating pace of China Construction,the public demands become more specialization and diversification,and the government functions are also increasing.Relevant government departments are tired of coping with the complex needs of the public,which requires the existing government administrative system to reform and appropriately delegate.This provided an opportunity for introducing of the western government purchase system of public services to our country.For more than 20 years,the governments at all levels in our country have carried out active exploration and practice on the government's public service system.But objectively speaking,government procurement of public services from social organizations in China is still in the exploratory stage.Thorny issues are inevitable,such as internal tendency of government purchase of public services;faultiness of the legal system;the narrow scope of purchase and the quality;weakness of the social organization,and so on.To solve these problems,we have to take measures timely.For example,clearing the responsibility of government,changing the concept of the government;accelerating the construction of legal system,improving the construction of the legal system;promoting the reform of the supporting systems;cultivating the power of social organization,and so on.This paper analyzed the connotation and theoretical basis of government procurement of services,the domestic and foreign research status.This paper analyzes the practice of the government purchase public services in our country.Some problems in the practice of government purchase of public services are also discussed.At last,this article proposed countermeasures to address these issues.
