With the advancement of public institution classified reform,public welfare institution will exist in the form of public organization as public institution after restructuring the different categories of public welfare. The inquire into the standardization of the personnel management system, can enhance the efficiency of public welfare institution personal management, improving the public service output, optimizing the public service supply. This paper analyzes the present situation of public welfare institution personnel management. Under the influence of its identification and administrativization management features, there are three problems in the public welfare institution, which is management objective fuzzification, master plan deficiency and management process interruption. Then the paper analyses the causes of the problem from three aspects, namely the lag of the public institution classified reform, the ambiguity of power and duties; the lack of efficiency and target concept; relying mainly on identity qualitative management, lacking quantitative management. Based on the post management, this paper makes a point that it should to establish a normalized personnel management of public welfare institution.First clear the goal of public welfare institution personnel management. Secondly build the framework of public welfareinstitution personnel management on the basis of post setting. Then through dynamic post management, it can adjust the public welfare institution personnel management plan and optimize personnel management process, finally building the standardization personnel management platform of public welfare institution based on the post management, which can integrate public welfare institution personnel management, improving the quality and efficiency of public services.
