Research On Grassroots Community Governance Involved By Urban Community Organization

In the new period of social division of labor,the government focused on social transformation and innovation governance.From the prospective of comprehensive deepening of the reform,the Third Plenary Session of the Eighteenth Central Committee put forward “improve social governance,stimulate social organization vitality,modernize national governance system and enhance governance capacity”,while emphasizing “summarize successful domestic and exotic experiences,seek truth from facts,as well as promote theoretical and practical innovation”.Social development requires the coordination of economic base and the superstructure.Rapid economic development would be sustainable and optimal if there is reasonable and effective administrative system.Obviously,the construction of social organizations which are adapted to economic and social development is urgent requirement of the modernization of social governance nowadays.Based on the analysis of community organization in the city in China,the advanced theory and specific cases would be summarized and studied.And relevant foreign experiences and some domestic practice would be reviewed under the comparative method.At present,China's urban community organizations,there are many problems,such as: the construction of community organizations is too dependent on the government departments;the relevant policies of local government do not update in time;community organizations and community workers lack timely guidance and favor from the authority,government departments and community organizations have poor communication;the funding sources of community organizations are narrow,the variety of community organizations is not rich enough and the legal responsibilities are unclear;there is no national enactment about the community works,community organizations lack professional guidance team;the desire of community residents involved in community governance is not strong,there is a vacancy of expression platform for residents,etc.This dissertation would offer some propose to improve the development of community organization in China,such as,enact specific legislation about the community organization,clarify rights and responsibility,adjust the permission standard of community organization,set up professional team to promote public service cooperation,provide professional training,improve administrative system of the authority,formulate development proposal of community organizations,build express platform for residents,innovate communication methods among residents,community organization and governmental department.
