For the first time,the 18 th National Congress of the Communist Party of China has taken perfecting socialist democracy system as the important task of political reform,which is greatly significant to the construction of characteristic democratic politics.As the founder of the Chinese characteristics of deliberative democracy,Mao Zedong first opened up the practice of deliberative democracy and his thought is rich and constructive.The period of the Anti-Japanese War is the formation stage of Mao Zedong's thought on deliberative democracy.The study of Mao Zedong's deliberative democratic thought during the Anti-Japanese War mainly is made up of four chapters that is the source,the practice the practice requirement,the connotation and the characteristics along with realistic enlightenment of Mao Zedong's deliberative democracy thought.In this period,Mao Zedong explored the theory and practice of deliberative democracy in different levels according to China's special national conditions on the basis of the inheritance of Marxist united front theory and multiparty cooperation theory around the consultations of Communist Party and the Kuomintang,the consultation of the Communist Party and the democratic parties,the practice of deliberative democracy on the anti-Japanese base and the practice of deliberative democracy in the Communist Party.During the Anti-Japanese War,Mao Zedong promoted the consultation and cooperation between the Kuomintang and the Communist Party on the basis of the united front.He took the forum of the National Political Council as the platform to discuss and negotiate the anti-Japanese war actively,to get suggestions and to cooperate friendly with other parties.He established the regime of the anti-Japanese democratic according to the principle of the "three three systems",given the parties the power to establish convenient channels of communication.To a certain extent,he promoted the scientific decision-making and democratization of the war and promoted the unity and consolidation of the united front.In addition,this period Mao Zedong attaches great importance to inner-party democracy and practice the deliberative democracy within the party,that is also an important content of its deliberative democratic thought.During The Anti-Japanese War period,Mao Zedong thought in deliberative democracy insists on the four basic principles,that is the dominant,the independence,the respect for nature and the long-term development.Mao Zedong's deliberative democratic thought has played an important role in winning the great victory of the Anti-Japanese War.Carding and studying Mao Zedong's thought of deliberativedemocracy in this period is of great value in the construction of socialist democratic politics with Chinese characteristics.
