A Study On The New Management Mode Of Yinxue Shanzhuang Community

With the economic and social development and transformation in China’s rural areas, the quickened "dismantling villages and setting up rural communities" and the reconstruction of "villages in cities" over the past decade, there is a rapid upward trend in the quantity and size of the rural communities to accommodate local relocated peasants. As a new type of community, the management of rural communities is essentially a bridge and meeting point between the state and social management and requires the management combining the state and society. The study on China’s rural community management, which has been implemented not long ago, is still in the exploratory stage. There are many problems in management and it is urgent to explore new scientific and effective community management modes for standardization and guidance.To take the rural community Yinxue Shanzhuang Community as an example and in conjunction with the relevant theories, new self-government modes were set up and reasonable systems and mechanism management are designed from an administrative point of view based on the analysis and study of the present situations and existing problems of this community. This paper first defined community, community management, community management mode, rural communities and other related concepts and interpreted some community management mode theories, such as community governance, good governance and participatory management. Then, it analyzed the main types of community management modes at home and abroad and their experience. It further introduced the basic conditions and characteristics of this community, and summed up the problems in the management contents of this community. Finally, drawing on the successful experience of community management at home and abroad, a new management mode for the self-government of Yinxue Shanzhuang Community was constructed and the system and mechanism guarantees that match this mode were designed.With the management target of "good community governance", the philosophy of "people-oriented" management and the value orientation of "strengthening the state and society", the self-government mode of Yinxue Shanzhuang Community has formed a management mode of "Four Dimensions & One Center" that combines national administration and social self-government. It can be outlined as follows: "One Center" is to focus on protecting residents’ interests and meeting their needs; ""Four Dimensions" are to be supervised and guided by grass-root party organizations, aided and supported by district and town government administration, dominated by community residents’ self-government and assisted by residents’ self-organization groups. This new management mode requires designing the effective management mechanism and management system in the process of implementation. It can be effectively designed from four aspects: transforming government functions and innovating community management system; strengthening self-government groups and raising the quality of residents’ life; constructing efficient organizations and setting up reasonable institutional equipment; innovating management methods and providing diverse public products.
