Analysis Of Wuhan City Management Officers' Public Image And The Improvement Approaches

Urban management plays an important role on dealing with various problems in the process of urbanization, maintaining the public order and environment of the city.A good public image of urban management law enforcement staff is conducive to the development of urban management and law enforcement activities, conducive to the coordination and integration of urban management department, and conducive to the establishment of the credibility of the government. However, due to various reasons, the image of the urban management in the eyes of the public has been less than ideal. So how to enhance the public image of the urban management and promote the development of urban management and law enforcement activities smoothly and the harmony of the society,is a topic that needed further discussion.This article takes Wuhan city as an example, in the basis of public relations theory, social conflict theory, the theory of social operation etc., using the investigation empirical method to analysis urban management and law enforcement personnel public image and problems in Wuhan, to enhance the public image of the urban management countermeasures. The ultimate goal is to promote the relationship between urban management department and the social public and build a harmony society. This article will be divided into six major expositions:The first part is "Introduction". Briefly explains the background and significance of the study and the related research at home and abroad, clarifies the theoretical basis and research methods.The second part defines the related concepts and theoretical basis of the public image of the urban management, and explains the importance for urban management department to establish a good public image. The article thinks, good public image can strengthen the law enforcement environment, improve the efficiency of law enforcement and construct harmonious urban management.The third part determines evaluation index system and the index weight of Wuhan urban management law enforcement personnel public image based on analysis and summing up the results of previous studies. The article thinks, we can evaluate urban management's image from three dimensions:awareness, perception and reputation, and the three dimensions of decomposition can explain into 18 second grade indexes, including the clothing, the words, deeds of the urban management, professional quality, professional knowledge, personality and so on.The fourth part is the empirical study, made urban management and law enforcement personnel public image questionnaire under the guidance of the index system, conducted an investigation in Wuhan, and used the software of spss20.0 to analyze the obtained data.The survey revealed that the public image of Wuhan urban management law enforcement officers have low scores.The fifth part analysis the reasons for the poor public image in-depth.The article thinks:the first reason is departments of city management, include incorrect law enforcement conceptions of urban management,the low enforcers are deficient in professional accomplishment,the rigescence of the administrative system. The second reason is society, include the misleading of news media,the cognition deviation of public and the private party's not co-operating. The third reason is law enforcement environment, include the increased of conflict in the risk society, inadequate laws and regulations, and the unsound rural system.The sixth part put forward some countermeasures, for example:Strengthen the construction of city management, construct platform between urban management and public communication.formulate and complete laws and regulations and Sound the social security system.
