The Study On Setting The Role Of Government In The Low-carbon Economy Society

With global warming,the Low-carbon economy is a new model of economic development of countries.The low-carbon economy refers to economic model based on the low power consumption,low pollution,and low emission.It is a new economic model of the human civilization,which changes from the industrial civilization to ecological civilization.Every major changes of human society in economic models are always due to a major shift in government role.The governments of some developed countries play an important role in the development of low-carbon economy and their low-carbon economies develop well.China in recent years also focus on the development of low-carbon economy.It is to deal with energy challenges,and to achieve sustainable economic and social development.The government is the most important subject in the development of low-carbon economy,but it is not only the main,corporate,NGO,and the general public be involved.To promote the development of low-carbon economy,the Government can not be offside,nor absence.Government in the development of low-carbon economy mainly play four roles:Firstly,low-carbon economic development of the guide,the second is the basic system of low-carbon economy and the rule makers,the third is the regulator of low-carbon economy,the fourth is low-carbon economy motivator.This dissertation includes four parts:The first part sets out the background of the role of low-carbon economy of the Government,introduce the research objectives and research significance,review the content of domestic and foreign research low-carbon economy government role,Introduces the concepts and basic theory of low-carbon economy and the role of government and the necessity of the role of low-carbon economy of the Government and the Government could take the measures were analyzed.The second part of the system is to analyze the status of government role in China's low carbon economy through research on the role of the central government and local government roles,including the effectiveness of low-carbon economy,restricting the development of low-carbon economy factors,review policies and measures taken by the government and the policy effect.In the study of the role of local government in Anhui Province,in-depth study through questionnaires on the status of the Role of Government in the low-carbon economic development in Anhui Province,finding that the existing problems and proposed countermeasures.This section is the innovative part of this article.The third part introduces the international experience and inspiration of the Government on developing the low-carbon economy,including the role of the main practices of the developed countries,the governments of developed countries in the development of low-carbon economy,and compares the similarities and differences of national governments to develop low-carbon economy,concluded the revelation of the positioning of the role of the Government of China in the low-carbon economy era.The fourth part is the government roles and policy measures taken on the low-carbon economy according to the revelation of the situation in China and overseas experience.Government in the development of low-carbon economy mainly play four roles:Firstly,low-carbon economic development of the guide,the second is the basic system of low-carbon economy and the rule makers and the third is the regulator of low-carbon economy,the fourth is low-carbon economy motivator.Effectively role should be done by government:Firstly,the role of market mechanism is establishing the rule of law norms to achieve the goal of low-carbon economy.Secondly,we make the implementation of the administration according to law to build a reasonable mechanism.Thirdly,we should strengthen the supervision and guidance.Fourthly,build an organizational structure.Fifthly,fulfill the Government functions of the five co-operation of governance,which is to play the main role.This section is the main part of this thesis.
