Local administrative legislation is the inevitable trend of social progress and development,in 2015 the Third Session of the NPC adopted the Decision on Amending the Legislation Law, which was promulgated legislation law in the fifteen years since the first major overhaul, has epoch-making significance, which means our legislation on democratic and scientific way a step forward.Local Administrative Legislation in the Legislation Law modification implements expansion body, whether its inherent disadvantages attendant problems is also a need to expand the theory and practice of common concern, in legislative practice among local administration, and local authorities in order to protect themselves their profits, the legislative body of local administration is often difficult to control legislation limits the phenomenon of ultra vires legislation, tort legislation is more common, in order to ensure that local administrative legislation runs within the purview of the law, prevent violations of the public’s legitimate rights and interests, must be strengthened supervision of local administrative legislation. About well-known local administrative legislative oversight and prompting the local executive and the legislature to run according to the law, the quality of legislation will also be guaranteed, give full play to the functions and values of local executive and the legislature, and because problems emerge in the legislative process, hindering the legislative oversight of district administration realized it is not conducive to local administrative legislation itself, so it is particularly necessary to study the issue.In this paper, the revised legislation law perspective focusing on the local administrative body under the legislative background that how to implement the expansion of local administrative oversight of the legislation. This paper argues that the defect Local Administrative Legislation Supervision System, the expansion of local executive power and the like is led to the main cause of the Legislative Supervision administrative issues, combined with the legislative practice of local and some extraterritorial advanced legislative experience of our country, from the strengthening authorities supervise the implementation of administrative internal oversight, proposed legislation to improve administrative oversight mechanisms of local measures and recommend improve oversight and judicial review in four areas to improve public supervision.
