| With the speeding up of aging process in our country, there are more and more elderly people. How to enjoy the rest of life become the focus of public attention for them. Aged-care at home is an important way to support the elderly, because they can get services and help at home from a pluralistic service-provider system. Therefore the service quality of staff directly influenced the elderly life quality. But their working qualities still have some problems, so it's difficult to guarantee old people's life.Firstly, determine the norm of improving their quality on the basis of the western countries' advanced experience about fostering service personnel, the standards of relevant documents in China and the elderly living needs. Secondly, I communicate with the elderly and people who services for the elderly in Wuhan community, such as staff of community's neighborhood committee, professional service personnel and found some bad cases. For example service personnel's knowledge level is low, job skill is blanking, professional self-identity is missing, work motivation and service attitude aren't correct and so on. Thirdly, I explore the government's responsibility in terms of cultivating people who services for the elderly exist some problems. Such as laws and regulations about building human capacity is defective, lack of training, the incentive mechanism and the evaluation mechanism are informal.In view of the lack of government responsibility, the author put forwards to construct a mechanism of the responsibility of the government, which contains the following aspects: financial guarantee responsibility, the responsibility of employing professionals, specialized training of people, carry out incentive measures and assessment mechanism of personnel quality. Only by these measures, we will improve their job competence and realize the government responsibility in cultivating people's work skills and professional quality. |
