Study On Internal Control Mechanism Of Discipline Review Of Discipline Inspection And Supervision System In J City

Since the convening of the 18 th Party Congress of China, the New Party Central Committee with Xi Jinping as the General Secretary, has focused on the new situation and tasks, involved strictly-administering-the-Party into the strategic layout of “Four Comprehensives”, taken cleaning government building and the struggle against corruption as a vital part in administering the Party strictly. As the New Party Central Committee has endeavored to improve the working style and strengthen the discipline, and keep punishing corruption, the political ecology has been developing in a good way, and the party and government discipline has been developing favorably. Accordingly, they have won the party and also the people. The discipline inspection and supervision organs(DISO) of all levels have made outstanding contributions in clean government building and the struggle against corruption, whereas they are still at the forefront of severe and complicated situation against corruption. The pressures they are encountering, the temptation they are resisting, and the risks they are involved in are unprecedented.To forge iron, you need a strong hammer. Discipline inspection commission acts as supervisors, while who should supervise them? How to strengthen the self construction of DISO, keep a lookout for and solve their power operation, and especially how to guard against the risks in power operation of discipline review, have become inevitable and burning issues. Starting with the severe situation that discipline inspection is confronted with, the present paper has pointed out the importance and urgency of strengthening the internal control mechanism construction(ICMC) of discipline review. In addition, it has summarized the thinking and purpose, measures and effects, of the ICMC of discipline review in the discipline inspection and supervision system(DISS) in J City, and objectively analyzed the main problems and the corresponding causes of it. Considering the not-high accuracy in ICMC, the lagging behind of prevention and control system construction, the fragility of internal control administration, the present paper has proposed that we have to follow the power operation rules of discipline review, enhance the accuracy of prevention and control, perfect the prevention and control system construction of “1+X” pattern, and effectively strengthen the internal control power. Only when we have achieved that can we realize the low-cost, high-accuracy and high-efficiency development of discipline review ICMC, ensure the standardized and safe operation of discipline review, better the credibility of DISO, and ultimately deepen the clean government building and the struggle against corruption.
