| The report of the Nineteenth National Congress pointed out that as the special organ of supervision within the Party,the discipline inspection and supervision organ must focus on the main responsibility,strengthen the accountability of discipline supervision,use strict discipline to govern the whole Party,and effectively act as a "forest guard" of the political ecology.Faced with the new situation and tasks,it is the first task for the discipline inspection and supervision organs to accurately grasp the responsibility orientation of supervision and grasp the work of supervision.Faced with the new situation and new tasks,it is very important for Haikou discipline inspection and supervision organs to deeply understand and accurately grasp the position of their duties and grasp the work of supervision.This paper takes Haikou Discipline Inspection and Supervision Organs as an example to conduct a comprehensive and systematic analysis,to study the present situation and existing problems of Haikou Discipline Inspection and Supervision,to concretize the existing problems in the process of Haikou deepening the reform of the national supervision system,and to practise the theoretical exploration of the reform of the supervision system,which will help to enrich the supervision body of our country.The theoretical and practical results of the system reform have certain theoretical significance for the study of perfecting the discipline inspection and supervision system,and have certain practical significance for how to improve the supervision efficiency of the discipline inspection and supervision organs.In order to analyze and improve the current situation of discipline inspection and supervision organs in Haikou City,Hainan Province,this paper comprehensively uses the methods of literature review,investigation and institutional analysis,and takes the work of the first-line discipline inspection and supervision departments in Haikou City as the main line to analyze the situation of discipline supervision.The paper is divided into five parts:First,the overview of the relevant theory of discipline inspection and supervision.Secondly,taking Haikou City as an example,this paper introduces the general situation of the reform of the relevant national supervision system,the situation of the organizational team and the functions of discipline supervision carried out by the discipline inspection and supervision organs in Haikou City,and makes case analysis of the work of discipline supervision in 2018,and analyses the existing problems and reasons.Thirdly,case analysis of discipline supervision in other provinces,cities and counties.In order to make a more intuitive comparison between Haikou City and different provinces and municipalities in the development of discipline supervision,and after careful combing,select Yunnan Province Kunming City,Fujian Province Longhai City,Fujian Province Shishi City,Chongqing City,more unique supervision measures and effective practice to explore,in order to provide more reference and paradigm for Haikou City to do a good job in discipline supervision.Fourthly,on the basis of the above analysis,the SWOT situation analysis method is used to establish the SWOT analysis matrix of discipline supervision,which is helpful for a deeper understanding of the design of discipline supervision system in Haikou City.Fifthly,according to the actual situation of Haikou discipline inspection and supervision organ,drawing on the effective supervision mechanism model of various provinces and municipalities,put forward corresponding countermeasures and suggestions to improve the performance of discipline supervision.This paper focuses on the research of discipline supervision function of discipline inspection and supervision organs.From the perspective of first-line discipline supervision workers,combined with personal experience in the reform process,taking Haikou discipline inspection and supervision organs as a case study,using SWOT situation analysis method,the paper tries to analyze the common and individual problems in the operation of the summary mechanism,aiming at the questions.From the operational level,this paper puts forward some countermeasures and suggestions to improve discipline supervision. |
