In recent years,the economic and trade relations between Australia and China has kept in good state of rapid development.Australia has become China’s seventh largest trading partner and the eleventh largest export market and the sixth largest source of imports.While China has become Australia’s largest trading partner and largest source of imports and the largest export market.Since April 2005,China and Australia had begun to negotiate a bilateral Trade Agreement between them.Until June 17,2015,after 22 rounds of negotiations within ten years,the representations of China and Australia signed China-Australia Free Agreement(ChAFTA)at Canberra National Gallery of Art.After ChAFTA get into effect,it will definitely further the cooperation between these two countries,and provide more comprehensive protection to them.What’s more,it will provide new experience for all countries in the Asia-Pacific region and promote the integration in Asia-Pacific region.ChAFTA includes goods,services,investment,and other seven areas.It can be regarded as one of the highest level of liberalization in all Free Trade Agreement signed by China.When ChAFTA took into effect,both countries promised to decrease the tariff of 85.4% of goods to;after 3 yeas since ChAFTA comes into effect,China will finally decrease tariff of 97% of export goods to zero,while Australia will decrease tariff of all export goods to zero.ChAFTA will significant influence on international cooperation of China in the next few years.Thus,systematic study on ChAFTA will attach great importance to the development of construction of Free Trade Area of China.The Study of ChAFTA is divided into five main parts.The first part systematically expounds the overall situation of ChAFTA,including a brief introduction of the background,the process of signing the Agreement and the analysis of the implementation of effect of ChAFTA.The second part explicitly analyzes the part of “Trade in Goods”,introducing the rules regarding decrease of custom duties,rules of origin and measures regarding trade remedy.Then compare it to the former Free Trade Agreement signed by China to analyzes the level of liberalization of China.The third part analyzes the part of “Trade in Serves”.In this part,I mainly introduce the scope of this chapter,the rules of market access,national treatment and specific commitments.The analysis is also based on the text of ChAFTA.Then I compare it with previous Free Trade Agreements signed by China.The fourth part mainly analyzes the investment part,including the scope of investment,investment treatment,investment protection,and investment disputes settlement mechanism.Then compared it with previous Free Trade Agreements signed by China.The fifth part introduces the disputes mechanism of ChAFTA.In this part,it includes two subparts-scope and dispute settlement procedures and then compare it with other previous Free Trade Agreement.The final part is regarding to the appraisal of ChAFTA based on the all analysis before.
