One of key issues of e-government is the cross-sectoral information sharing and collaborative applications.Due to the extensive application of information technology in government affairs activities,and e-government technology standards-related governance system is not perfect,various barriers and problems still exist in e-government's information sharing,which would lead to the information can only be shared in the internal departments and imperfect sharing in cross-sectoral departments.Based on the theory of non-cooperation game theory,an tripartite Game model between the government department,government cloud platform and end-user is proposed,we analyses the factors which influence the efficient sharing among them.This paper analyzes their costs and benefits,and uses the SD method to simulate the model.The research results show that we can establish and improve incentives and compensation of information sharing,improve the supervision and evaluation mechanism,explicit the classification and criteria standards of government information sharing,and trace the end-user access to information,to solve the problem of information sharing on government cloud platform.In addition,some recommendations are proposed to provide scientific theory and methods support for improving the government's capacity for information resource sharing across departments and e-government service.This paper is divided into five parts.The first part is the introduction,firstly introduces the research background and significance of this paper,briefly introduces the research contents,method and significance to determine the overall framework and make direction of our research transparent.The second part analyzes the basic theory and knowledge of e-government cloud platform,game theory and system dynamic,and introduce whether the game theory and system dynamic are feasible,to provide theoretical basis of subsequent qualitative analysis and quantitative analysis.The third part firstly qualitatively analyzes the game relationship and focus of e-government data sharing among the main parts,to put forward the proposed game model of required parameters and game strategies,subsequently through the simple game quantitative analysis point out the shortcomings of traditional game,and then introduce the method of evolution game model to study the dynamic game of three parts and the equilibrium state of the game.The fourth part based on the basis of the third part,combines the theoretical knowledge and method of system dynamic,establishes the system flow diagram of evolution game model,through functional relationship among the variables of game system to make a dynamic simulation of game process.We use the system dynamics simulation analysis tools to analyze the equilibrium state of evolution game model,as well as sensitivity analysis the relevant variables of the whole game system equilibrium state.The fifth part is conclusion of this paper,proposed the inadequate of this research and the improvement of this study,to make further future development.
