Research On The Cross-department Sharing Mechanism Of Provincial Government Affairs Data Based On Cloud Platform

In view of the current three traditional modes of government data sharing,such as distributed data storage structure,heterogeneous data standards and temporary negotiation communication mechanism,it is difficult to fully realize the sharing in the actual operation due to the organizational barriers between departments,the inconsistency of data standards and the constraints of data sharing environment.Based on the theory of information resource sharing property rights and the theory of "Three Rights Separation" of data ownership management,based on the theory of technology and organization embedding interaction,with the help of the executable technology analysis framework of Jane Fanting,this paper embeds the technology mechanism based on the blockchain smart contract technology into the one-stop number with only shared data management rights around the government data sharing cloud platform as the core According to the organization mechanism of dispatching service center,and through the operation mechanism produced by the interaction and effect of technical mechanism and organization mechanism,the construction of cross department sharing mechanism of provincial government data based on cloud platform is realized,in order to fundamentally solve the dilemma that provincial functional departments are unwilling,afraid and unable to share departmental data under the traditional mode.On this basis,with the help of the research results of this paper,through the case study and analysis of cross departmental sharing of government data in Guizhou Province,aiming at the problems existing in the mechanism of "gathering,communicating and using" of government data sharing in Guizhou Province,further improvement measures are put forward in order to further explore the implementation of cross departmental sharing mechanism of government data based on cloud platform in Guizhou Province International feasibility.By solving the practical dilemma of cross departmental government data sharing in Guizhou Province from the root,we can realize the inter departmental government data fusion and exchange,further promote the sharing of the whole department,reduce the cost of government data collection,optimize the allocation of data resources,promote the cooperation and joint work of government functional departments,and further realize the potential value of data resources,Promote the scientific,reasonable and efficient application of government data,improve the administrative efficiency of government departments,enhance the image of the government,and better build a service-oriented government.
