Study On Rural Grass-roots Cadre Construction In Wanzhou District Of Chongqing City

Rural areas and farmers remains a top priority of all the work. Rural grass-roots cadres are not only the organizer and manager of social undertakings in the countryside, but also, under the new situation, the pusher and practitioner of advancing the comprehensive deepening rural reform; thus enhancing rural grass-root cadre construction is of great significance.Taking Wanzhou district of Chongqing city as an example, this thesis, orientated by prominent problems, analyzes the construction of rural grass-roots cadres in the new period and from the perspective of public management. Besides, through the research methods of integrating theory with practice such as document research, interview and questionnaire survey, it is discovered that rural grass-roots cadre team in Wanzhou district is beset by such problems as unreasonable structure of leading group, low overall quality of cadres, poor ability of leading the masses to achieve prosperity and reserve deficiency of reserve cadres. Such problems are mainly concerned with the factors, like cadre selection, cognition of the superior, existing mechanism and treatment in reality. From public sector human resources management point of view put forward manpower planning for rural grassroots cadres to highlight prospective, selection to highlight the innovation, training and development, to highlight the practicality and performance management to the outstanding scientific and incentive compensation to prominent oriented, labor and social security to highlight the completeness and six countermeasures, thus providing solid organizational guarantee for the development of new-period rural reform and development.
