Research On The Application Of Digital Management System In The Subdistrict

With the continuous developing of economy and the city in China,the needs of the public for survival have been satisfied.As a result,the public gradually focus on the needs of the community.In order to meet the public demand,China Communist Party,the ruling party,put forward the "people-oriented" as the core of Scientific Outlook on Development in the CPC's 17 th National Congress,and then put forward “innovating social governance,improving the level of social governance " in the party's the third Plenary Session of the 18 th CPC Central Committee.Further,in response to the call of the Party Central Committee,governments at all levels strive to improve the ability of social governance,applying the digital management system combined of computer technology and network technology to social governance the city,so as to provide better public product and public service.Subdistrict office,as the bottom of the government system and directly dealing with the public,is the most important hub of the public and the government.Therefore,Subdistrict office undertakes the function of finding questions,raise questions and solve problems in the digital management system.It's the key whether the digital management system meet the public needs successfully and improve the level of social management.In this paper,through the analysis and comparison of street digital management system of Zhejiang Zhoushan,Beijing Dongcheng and Hubei Wuhan,to find out problems such a incapable solution,internal slack,personnel loss,insufficient measures and absence of management among departments,difficult to meet the public demand and inadequate social participation in the management and social level during the application of street digital management system.To solve problems above,the author combining previous research results,put forward proposals of expanding the system coverage,increasing capital investment,strengthening organizational leadership and responsibility,introducing social organizations and strengthening system propaganda from the perspective of "new normal social governance".
