Study On The Construction Of Subdistrict And District-level Emergency Management System In K District Of D City After The Institutional Reform

As one of the countries with the most serious natural disasters in the world,China has many types of disasters,high frequency of occurrence and great pressure on emergency management.Subdistrict and district-level government as the executor and practitioner of various policies in our country,the strength of its implementation ability,directly affects the people’s attitude to the government.The subdistrict and district-level emergency management departments are at the bottom of public management,but also facing the reality of a lot of affairs,complex mood.Especially after the institutional reform in 2019,the responsibility of the original safety production supervision and management department has changed to the emergency management department.How to deal with the relationship between prevention and relief,build a bridge for coordination and cooperation between multiple departments,and better complete the responsibility change,has become an important topic that subdistrict and district-level emergency management departments have to study.As a newly established government department at the subdistrict and district-level after the institutional reform,the emergency management department at the subdistrict and district-level has integrated and optimized the emergency management responsibilities of multiple departments,developed in the direction of" all kinds of disasters and major emergencies," and gradually improved the situation that the response of the past emergency management system was lagging behind and fighting for their own.However,at present,the subdistrict and district-level emergency management system is in the new transition period,and the reality of miscellaneous management,poor communication and serious internal consumption is still not fundamentally solved.This study uses the methods of participant observation and case study,and applies the theory of compound governance to analyze the subject,object and effectiveness of subdistrict and district-level emergency management in District K of D City before and after the institutional reform.It explores the common problems existing in the construction of subdistrict and district-level emergency management system in China,such as imperfect institutional mechanism,lagging system construction and lack of coping ability,and analyzes the causes of the problems in depth.According to interviews and analysis of the actual situation,it is proposed to strengthen the government.
