A Research On Correction Of Public Policies Implementation Deviations Under E-governance Background

Study of Public Policy,which has derived from the social pressures and the need of governance,is an important field in the subject of Public Administration experiencing a change with the focus from policies making to the focus on public policies implementation.Public policies implementation can be seen as just the essential prerequisite for policies target to be realized;,to great extend,decide the implementation effect of public policies,the efficiency of government and the quality of public service supplied by the government.Confronted with more and more complicated policies environment,the difficulties in public policies implementation bring about the implementation deviations,which not only would do harm to national economic and political macro-control and the multilateral balance,but also damage people's benefits and have a bad influence on national economy.With the all-round advent of “big data”era,information technology would supply a brand-new visual angle for traditional public policies implementation.The construction and application of e-governance has been greatly boosted in both central government and all levels of local governments.Central government is devoted to making overall plans and transmitting them to lower level governments,while local government of all levels work as the subject of public policies implementation for they master all kinds of direct resources related to public policies implementation in different regions.Local e-governance has supported traditional mode of public policies implementation as a technique tool not only to optimize the structure of organization and the resources allocation,but also improve the work efficiency of government.However,with e-governance increasingly deepening and developing,we find,currently,even though public policies implementation has overcome many disadvantages in traditional public policies implementation,questions exists in e-governance itself and lack of e-governance construction still give rise to public policies implementation deviations under new environment.With local e-governance as an entry point,this research analyses the advantages which e-governance bring to public policies implementation and new public policies implementation deviations caused by the difficulties in local e-governance to coming up with some active measures and constructive suggestions for the purpose of deepening and upgrade the local e-governance a step further to correct public policies implementation deviations under new environment.This paper consists of four main parts:the first part gives definitions and explanations of some relevant conceptions and theories rationally;the second part states the reasons why public policies implementation deviations appear and analyses the achievements acquired by local e-governance on correcting public policies implementation deviations and questions exists in current e-governance leading to insufficiency in correcting public policies implementation deviations con-temporarily on the new trend;the third part is an empirical study introducing e-governance in Qingdao as a sample and evaluating the service quality of e-governance in Qingdao to find out the deficiencies in local governance;the fourth part supplies the available suggestions for the further constructions of e-governance in terms of subject and object,structure of organization and information communications to correct public policies implementation deviations.
