Improvement Of Error Correction Mechanisms Of Public Policy Implementation In China

Policy implementation is a very complex social practice. Many scholars in western developed countries began to study the implementation of the policy since in the mid-1970s of the 20th century, and there are also some Chinese scholars involving the implementation of some policies when they are in the exploration of the reform problems since the mid-1980s of the 20th, but it is still one of the weakest links in the filed of the implementation of the policy on the theory studies of public policy issues both at home and abroad. In recent years, scholars have begun to concern how to optimize the implementation of the public policy, in order to prevent the implementation deviation. However, the study on correcting implementation deviations of public policies is little , and some measures is superficial ,and lack of systematic and in-depth analysis. In practice,It's impossible that there is no baffle in the process of policy implementing, some deviation which out of control of personal will is unavoidable.We must give a timely and effective response to the deviation , Correction it effectively and facilitate the executive return to the correct line. Therefore, the effective public policy implementation depends on the establishment of a affective deviation rectification mechanism of public policy,which can reflect the deviation effectively and eliminate the adverse consequences of deviations return to the correct direction .Based on the above issue, this paper will take the rectification mechanism of the public policy implementation as the main study object.From Static structural analysis ,the rectification mechanism of the public policy implementation composed of consultation mechanism, communication and coordination mechanism, supervision and control mechanisms, assessment mechanisms the system.From the dynamic analysis , the each component of the rectification mechanism of the public policy implementation do not work independently,but promote and influence each other, and they have to work jointly to ensure the mechanisms effectively. Through this analysis,it can revealed the characteristic and law of policy implementation in order to create a theoretical system of the mechanisms of the effective implementation of public policies in China. This paper analyze the current situation of the public policy implementation deviation rectification mechanism systematically and deeply, in light of China's current situation and the operation of the system features, identifying the problems, the reasons of these problems in deep analysis, using the government reform theory and the management control theory to analyze the oughtness state of China's complete public policy implementation deviation rectification mechanism, and put forward a few countermeasures toward the public policy implementation deviation rectification mechanism, with a view to solve the deviation problems of the public policy implementation.
