A Research On Solving The Problem Of Information Asymmetry In Governmental Purchase Of Public Services

The governmental purchase of public services has come into being under the guidance of the new public service theory.As a new type of public services supply,it formed a new relationship between government and society.The new public service theory requires the governments to serve the public,rather than control them,and to help the public express their common will and pursue the maximization of the public interest.However,due to the prevalence of "market failure",the government supply of public services sometimes could be flawed.That is why the governments need to cooperate with social organizations or non-profit organizations to solve the supply and demand contradiction in public services.The Chinese government purchase of public services has developed more than 20 years since Luoshan civic club was born in 1995.And this form has achieved remarkable results,and the scope of the governmental purchase of public services has been widely widened.With the governments’ "service-oriented" transformation,as well as the adjustment and development of the national economy,the governmental purchase of public services enjoys rapid development.At the same time,we should notice that due to the lack of governmental experience,immature development of social organizations and the low level of public participation,governmental purchase activities also have a lot of problems,which resulting in inefficient supply and waste of resources.Information asymmetry is a common problem as well as a key issue in purchase activities.The degree of information symmetry is directly related to the quality of public service and the public satisfaction.This thesis will focus on the "information asymmetry" problem,based on the existing research contents,and combine the theories and cases to analyze of the status quo,find out the reasons,and make recommendations which will be demonstrated as well.This thesis is divided into four parts: The first part is the first chapter,describing the performance of information asymmetry problem in governmental purchase of public services,and proposing research ideas,methods and objectives on the basis of previous research to lay the foundation of this thesis.The second part include the second chapter and the third chapter,analyzing the governmental purchase of public services in the information symmetry state from the theoretical point of view,and then analyzing the status of governmental purchase activities in China to describe the status quo the governmental purchase of public services in the information asymmetry from a realistic point of view.The third part includes the fourth chapter to the seventh chapter,the fourth chapter is to find out the specific causes of this problem by comparison,and then describe the whole line of thought of this thesis based on the first three chapters.The fifth chapter to the seventh chapter will subdivided the information asymmetry problem in the governmental purchase of public services and solves them one by one.This part will build a solving scheme,and put forward effective suggestions,then use theories and practical cases to demonstrate this scheme,in order to get a logic and clear path.And chapter eight is a summary of the conclusions of this paper.China’s governmental purchase of public services is in the process of rapid development,but the information asymmetry is a problem which should not be underestimated.It is necessary to take measures to avoid the information asymmetry problem,so as to improve the efficiency of public service supply and truly meet the public needs of the public.
