Research On Government's Purchase Of Public Services From Social Organizations In China

With the change of the government administration mode in our country,Government's Purchase of Public Services(GPPS)gradually develops.As a significant means to transform the functions of the government,GPPS plays an important role in improving the quality of public service supply,the efficiency in the use of funds,the structure of social governance and meeting the diversified needs of the public for public services.In the work of Government's purchase of Public Services,the purchase from social organizations is an important part of social governance,and lots of local experiments have been carried out.However,GPPS's running time is not enough.There still exist some problems in the legal system,purchase information,evaluation system and supervision mechanism,etc.Therefore,this article combined with my own work experience in H District,Xiamen,using the method of literature research,theoretical analysis and empirical research,to research on the status quo of the GPPS in China.The first part focuses on the research background,research significance,research methods and literature review.Beginning from the GPPS's policy background,status of implementation and existing problems at the present stage,and based on relative literature and theoretical research at home and abroad,this article clarifies the significance of GPPS.Secondly,it clarifies the main concepts of public service,government's purchase of public service and social organization.At the same time,this article introduces the theory of government governance and stakeholder theory,which provides theoretical basis for the following analysis.The third part introduces the GPPS's development history and status quo,mainly has a discussion with the system foundation,implementation,main methods and the existing problems.It also discusses the relationships between the GPPS and social organization.Fourth,based on the current status of GPPS from social organizations,combined with my own work experience,I have made analyze and research on local policies and local practice exploration in H District,Xiamen.This part introduces the governance theory and stakeholder theory into the specific cases,in order to discuss present problems and useful experiences in local practice process.Finally,based on the elaboration and analysis of the above chapters,the article puts forward five countermeasures and suggestions for the existing problems in the GPPS from social organizations.
