While China's economy has entered the transition period,social development has entered a period of transition.This change is the first from the urban grassroots society,as the most basic social governance community neighborhood committees,which is not only the best form of grassroots democracy to achieve,but also is the best platform for residents to achieve autonomy.However,in reality,due to the historical and practical reasons,the community is full of administrative color,The administrative phenomenon of neighborhood committees has become increasingly prominent,which has become an extension of the subdistrict office.With the set of the reform of social management system,the realization of grassroots democracy has been more and more concerned by the party and the government.From 1990 s to the present,in the country,the community governance model has been explored,and the reform activities have appeared,such as the Shanghai model,the Shenyang model and the Jianghan mode.At present,the construction and development of urban communities are still in a dilemma of autonomy and administration.Urban community is the end of social governance,which is also involved the most extensive and most complex one.To manage the community is related to the stability of the whole society and the prosperity of the city.Urban society is composed of urban communities,all kinds of social groups gather in urban communities,which are the most complicated places involving social interests,and also the place where various social contradictions are breeds.One end of the urban community is linked to the government,the other end of the contact with the residents,a slight bias will lose balance,it is difficult to return to the original position.With the deepening of the reform of the social management system into the country,quickly finding the position of the community it is very important.The orientation of the role of the community is related to the development of the whole social management system,and the realization of the basic democratic autonomy in our country,which is also the important way to realize the transformation of government functions.This paper mainly analyzes the state and actual situation of urban community governance,and emphasizes that there is a certain real reason for the formation of community administration in real situation,and to the administration will also be a long process.This paper analyzes the reality of urban community governance by using literature research and case analysis,and analyzes the community as an autonomous organization by using self-organization theory,cooperative governance theory and social capital theory.However,because the community governance do not have the conditions of autonomy in the present,it need to go through a certain degree of administrative diversification of the main body of mutual trust,collaborative stage of cooperation,and then with the conditions of change eventually to autonomy.The article follows the idea of 'finding problems-analyzing problems-solving problems' and striving to be logical.Trying to find a relatively reasonable point between community autonomy and administration to build a mixed model of 'autonomy-administration' in the current urban community.The main points are: in the face of the current trend of community administration,it is necessary to recognize the inevitability and rationality of its existence in a certain stage.However,the ultimate orientation of the community is autonomous organization,and the return to autonomy is the inevitable development direction of the community.We can balance the relationship between autonomy and administration in the community,and gradually return to community autonomy in the community 'autonomy-administration' mixed mode.
