Urban Neighborhood Committees Participate In Community Governance Research

At present now, China is in the pivotal period for deepening reform comprehensively,transforming economic development mode and structuring service-oriented government. In the meantime, it is also faced with some situation such as industry upgrade, supply-demand adjustment for public products and society harmonious development, which includes challenge and opportunity. Along with the promoting for process of urbanization and the implementing for “agricultural to non-agricultural” policy, the urban resident construction becomes more and more complex. Under the new situation the complexity and difficulty of our social governance have increased continuously, which places more urgent hopes on the city neighborhood committee for providing community services,innovating community governance and so on. Therefore, exploring how to participate effectively in community governance for city neighborhood committee has important theoretical and practical value.Under the view of governance theory, this article grasps the connotation and character of city neighborhood committee and the relationship between city neighborhood committee and community governance, through teasing the domestic and overseas about it. It takes the community governance in Y district of Chongqing for the individual case, and analyzes the present problems from community governance of city neighborhood committee, including service awareness vacancy, service ability deficiency, the low degree of involvement for community organization in community governance and the scarce capacity to mobilize residents to take part in community governance. There are following main reasons contributing to this phenomenon: the excessive dependence on governmental resources, the vacancy for community governance talents with expertise and technicality, the limit for office condition and the deficient construction for e-government of city neighborhood committee. At last, this article has put forward innovatively some operable suggestions for community governance, depending on governance theory and combining cases analysis. Firstly, clarify the internal relations between government and city neighborhood committee; secondly,explore a new community service system, transformed from administration to governance;thirdly, strengthen neighborhood committee infrastructure and expand community governance function; finally, integrate community governance resources and multi-capacity to structure the modern harmonious community.
