Conflict Of Interests And Resolving Paths In The Implementation Of Block System

At the beginning of 2016,China decided to popularize block system in urban planning and construction management,and gradually open the closed area.Open and inclusion is the characteristics of the block system,that accomplishing the integration of resources,promoting the integration of community residents,but the gate open,that community private space to change into the social public space,affecting the owners of the real right and quality of life,highlighting the community security risks,increasing the complexity of community management,bringing pressure to the district managers.So the introduction of this policy to the urban community has been pursuing a closed community life management model to bring a huge impact,having a lot of controversy.The survey shows that residents understand the open community policy,but nearly half of people opposed to open area.Analyzing its roots,the implementation process of the block system is a process of public and private interest game,because the opening of the district touched on the interests of multiple subjects.As the most direct subject of conflict in the block system,community owners are more concerned about that loss of interest brought about by the change of real right;after the opening of the community to bring security issues;the impact of daily quality of life and so on.Simultaneously,opening community also increased the management of the district management difficulty.So,implementing block system must deal with the relationship between the various stakeholders.Including government departments,residential property owners,property management,companies developer,residents' committee owners committee and external personnel.The paper is based on the theory of conflict of interest and social integration,and on the basis of combing the development of urban management system,exploring the performance and characteristics of public and private conflicts of interest in the implementation of the district system,and learning from the experience of domestic and international block system implementation,from the system construction,management strategy and technical support to explore the threelevels of conflict of interest to resolve the path,In order to be able to cope with the possible conflicts and risks in the implementation of the neighborhood system in the future,providing reference and model,promoting the implementation of block system,accelerating the harmonious development of the city.
