View the old open community in the urbanization background, we can see they still in the opening environment, The management system is still fall behind. Structure of residents is singleness, infrastructure is old and Scarcity. Exist huge potential safety hazard. And these characteristic. Lead to the uncertain to the govern’s theme, face to the problems of the confuse in using government funding or pay by themselves,and the dilemma in raising resident belonging and how to cultivate the social organizations are still exist too.This thesis, based on researching document literatures, firstly explored the background of forming old open communities in primary level government social management practice; secondly, it discussed existing problems with relative theories. Thirdly, taking an example of the governance of Youth Park Street in Huaiyin district in Jinan, it analyzed the practice demands to these problems and, governance experience and suggestions on these old open communities were at last summarized.Therefore, thesis aims to find out answers, based on practice demands, to foster the progress in governing old open communities, promote quality and effect of administration so as to achieve the scientific, institutionalization and standardization in governing old open communities in many aspects such as building a service-oriented government, transforming the government functions, perfecting the community government and service system, improving the financial security,enhancing professional social organizations join the participator, enhancing the professional quality of the community staff and guiding residents to actively participate.
