Research On Security Administration Basing On Network Governance Theory

With the acceleration of urbanization process and the expanding the scale of urban communities,community security has become the focus of people’s attention.As the basic unit of the city,community security is the foundation of social security and the guarantee of economic and social’s development.According to this,the article based on Goldsmith and Eggers’ s network governance theory,and takes the community public security management as the breakthrough point,selects Shenyang Hetai Community as the object which can reflect the level of the majority of the community’s development.What’s more the article analyses the relationship between the public security management,and found out and analyses problems existed in community public security management,in the end the article puts forward some solutions for those problems.In the first part,the author first summarized the research of the concept of City Community,Public Security Management,Community Public Security Management,and defined the basic concepts.Then,the article sorted out and analyzed Goldsmith and Eggers’ s network governance theory.In the second part of the article,the author investigated and analyzed the status of Hetai Community’s public security.First of all,through the investigation,the article listed the status of the community and the area police station and police distribution,the author also investigated the community’s implementation of public security work.Secondly,from the perspective of network governance theory,it analyzes the problems of community security management: the monopoly of government related functions,lack of effective communication between public security management,the unclear responsibilities,the low degree of specialization of government staff.At the third part,the article illustrated the reasons: The design of community security governance network is not perfect,the community security governance network connection is not smooth,the responsibility mechanism of community security governance network is not complete,the community is lack of governance talents,etc.In the last part of the article,this paper puts forward some countermeasures to the problems existing in the community public security management,firstly,is to construct the framework of community security network governance;secondly,is to strengthen the link between the members;thirdly,is to improve the network accountability framework;finally,strengthen the capacity building.Within the perspective of network governance theory,the article proposed revolutions to the problems in the practice of Public Security Administration and expect to improve the community’s security governance level.
