Research On Public Security Governance Of E Community In Y City Basing On Network Governance Theory

With the development of urban economy and society,the urban population is growing rapidly.The most buildings are gradually replaced by commercial high-rise buildings.With the increase of urban floating population and the complexity of people's living environment,the "urban disease" brought by the accelerated pace of urbanization is becoming increasingly prominent,which provides a good opportunity for some illegal and criminal acts.The urban grassroots public security governance system is devouring to be innovative,like a "microscope",community enlarges all kinds of contradictions and disputes which hidden in the city,and becomes a sensitive area in the city.Good community security is an important guarantee for the long-term stability,harmony and stability of the city and society.However,under the influence of the long-term government single control system,the community security governance in China has been under a "shackle" for a long time,and can't meet the increasingly diversified and personalized community security needs of residents,which requires us to rethink and try a new way of community security governance,accelerate the reorganization and adjustment of various security governance resources,and make the market,society and other forces cooperation,which change the situation of "community public security is long-standing but uneasy,community crime is often fought but never stopped",jointly cope with the challenges of urban community public security,and maintain the stability of community order.As a new governance theory,network governance is called a new model of public governance.Its focus is on the increasingly prominent public-private partnership.It emphasizes that the government should form a cooperative network with the market and society,through trust cooperation,resource sharing,communication and consultation,responsibilities,and constantly improve the network governance ability,and ultimately achieve common Governance objectives.From the perspective of network governance theory,this paper studies the public security governance of E Community in Y City,in order to solve the severe public security situation faced by the community and create a good community public security situation.This paper mainly includes the following four parts: the first part,briefly expounds the related concepts involved in this paper,and systematically analyzes the theory and connotation of network governance.In the second part,according to the results of questionnaire,analyzes the current situation of E Community in Y City and finds out the existing problems,including the low degree of social forces participating in security governance,the poor dissemination of security governance information,the frequent phenomenon of buck passing and barking in security governance,and the low comprehensive ability of community security staff.The third part analyzes the reasons for the problems of public security governance in E Community by using the theory of network governance,including the unreasonable design of community public security network,the lack of connection between the main bodies of community public security governance,the imperfect responsibility mechanism of community public security governance network and the insufficient capacity building of community public security governance network.The fourth part,in view of the causes of the problems,puts forward countermeasures and suggestions to improve public security governance in E Community,including improving the network framework of community public security governance,strengthening the link of communication and connection between public security subjects,improving the responsibility mechanism of Community Public Security Governance Network,strengthening the capacity building of community public security governance network,so as to expect to improve the public security governance level of E community in Y City.
