Study On The Dilemma And Countermeasures Of Grassroots Letters And Visits

After entering the 21 st century,our country's petition situation has undergone many profound changes.It presents some characteristics as follows:petition subject is diversified,reflecting on issues are centralized,the total number of letters and visits is high,offensive behavior has occurred,the increasingly severe petition situation has brought great pressure to social stability.“Satisfaction of the masses and the solution of petitions ”is the starting point and the aim of the petition work,It is also a common pursuit of petitioners and grassroots letters and visits departments.The author tries to straighten out the direction and ideas of grassroots petition work reform from the introduction and analysis of the work of C county petition,combining with my own practice and thinking in charge of township petition work for 10 years and deeply reflecting on how to avoid or reduce the occurrence of petition in advance and how to mediate and solve the petition effectively and properly.The full text is divided into three parts: the first part is the introduction,mainly elaborated background and significance of the research,and domestic and foreign research status and content and methods of the research.The second part introduces the current situation and six characteristics of C county petition work,through the introduction of the author's personal experience of a typical case to analysis of the cause of C county complaint problem from three point of view.They are the macro level(state,laws and regulations,institutional mechanisms),the level of view(provincial and municipal party committees and governments and their leadership,society),micro level(county rural petition departments,cadres,petition masses).The third part puts forward eight countermeasures to solve the difficulties from the macroscopic,medium and micro levels.
