Research On The Plight And Countermeasures Of Grassroots Petition Work In J District Of Ningde City From The Perspective Of Crisis Management

Petitioning system is a unique political system that plays an important role in our political democracy and right relief.It’s initial focus on express public opinion.In the past 30 years,China’s economy has entered a period of rapid development.The adjustment of social interest structure makes the public expect more rights relief functions,and the function status of letters and visits becomes prominent,which makes the number of letters and visits surge.At present,the academic circle mainly focuses on the research on the existence or abolition of the petition system,the research on the function and orientation of the petition system,the research on the plight and reform direction of the petition system,etc.Most of these researches are mainly based on theoretical analysis,and the researches are biased to macro perspective.The author hopes to explore the reform path of the petition system through theoretical analysis.However,simple theoretical analysis lacks factual basis,like armchair warfare,and lacks practical guiding significance.At the same time,in today’s society,abnormal visit phenomena such as pester visit,make trouble,collective visit,leap-over visit frequently occur,and public crisis of petition and visit is a hidden danger in the society.This gives us a wake-up call.From micro perspective,with the support of local actual petition data,we can analyze the reform direction of the petition system.In particular,from the perspective of public crisis management,an in-depth study on how to deal with difficulties in grass-roots petition work has been put on the agenda.On the basis of clarifying the status of the petition work at the grassroots level,this paper will analyze the plight and cause of the petition work in J area of Ningde City from the perspective of crisis management,and combine the policy theory related to the state host petition work with the practice of the grassroots petition work to introduce the concept of crisis management in the petition work.Explore the countermeasures to improve the grass-roots petition work system mechanism in J District of Ningde City.It is hoped that these countermeasures can be put into practice and play a role in the actual grassroots petition work.On the basis of previous scholars’ research results on grassroots petition and public crisis management,this paper discusses the grassroots petition work in J District of Ningde City from the perspective of crisis management.On the one hand,it enriches the research theory on grassroots petition work.On the other hand,it expands the perspective of research on grassroots petition work.Standing in the aspect of crisis management to study the plight and outlet of grassroots petition work.Using the theory of social safety valve and the theory of political participation,this paper makes a factual analysis and theoretical research on the petition work of the grassroots government in J District of Ningde City,Fujian Province from the perspective of crisis management,and puts forward countermeasures on the petition work of the grassroots government in J District of Ningde City from the perspective of crisis management,so as to push the petition work of the grassroots government in J District of Ningde City out of the dilemma.Therefore,this research has positive practical significance for guiding the practice of letters and visits,which can improve the grassroots letters and visits work in J District of Ningde City,resolve the awkward situation of passive settlement of letters and visits work,promote the grassroots letters and visits work in J District of Ningde City out of the dilemma,solve social contradictions,maintain social stability and promote social development.This paper mainly uses literature analysis,empirical analysis,qualitative analysis and other related research methods.This paper analyzes the status of petition work in recent years from the perspective of public crisis by using literature analysis method.This paper summarizes the plight of grassroots petition work in J District of Ningde City by empirical analysis.Using qualitative analysis method,this paper focuses on the causes and countermeasures of grassroots petition work difficulties in J District of Ningde City from the perspective of crisis management.By analyzing the current situation of petition work in J District of Ningde City from the perspective of crisis management: the total amount of petition is large and the abnormal petition phenomenon is serious;The attitude of the complainant is unbalanced and the idea is misplaced;There are defects in the petition system and mechanism;The petition work force is weak.From the perspective of crisis management,this paper explores the causes of grassroots complaint reporting difficulties in J District of Ningde City: social transformation leads to complicated complaint reporting matters;Weak social legal concept;The petition system and mechanism have not kept pace with The Times;Administrative management of petition department is absent.It puts forward the countermeasures to improve the grassroots petition work in J District of Ningde City from the perspective of crisis management,including the investigation and resolution of conflicts,the establishment of legal concept of petition,the improvement of the petition system and mechanism,and the strengthening of the construction of petition work team.In order to explore the countermeasures to improve the grassroots petition work in J District of Ningde City from the perspective of crisis management,the author visited the grassroots petition department in J District of Ningde City,conducted a field investigation on the development of grassroots petition work,collected the relevant data of petition in recent years in J District of Ningde City,and conducted a questionnaire survey on the petition staff and petitioners.Finally,the data collected by the investigation were sorted out,analyzed and summarized,and finally clarified the basic information of the number of letters and visits in J District of Ningde City,the basic information of petitioners,the implementation of the working system of letters and visits,the working mechanism of letters and visits and the effectiveness of the work.When seeking theoretical support,from the perspective of crisis management,combined with the social safety valve theory and the political participation theory,the author made a theoretical analysis of the difficulties and causes of the current grassroots petition work in J District of Ningde City from several aspects,including the basic situation of petitioners,the attitudes of petitioners,the establishment of the petition system and mechanism,and the functions of the petition department.Finally,it puts forward various countermeasures to improve the grassroots petition work in J District of Ningde City from the perspective of crisis management.Due to the limitations of the survey objects and the lack of my own ability to analyze and investigate,the general adaptability of the results of this study remains to be verified,but it is still hoped that it can fill a part of the blank of such research,and has certain reference significance for solving the difficulties in the practical work of grassroots petition.
