Research On Influencing Factors Of Different Levels Of E-Participation In The Process Of Policy-making

With the development of the Internet and the increasing number of Internet users,the Internet-based public space has become the new publicsphere.More and more Internet users are getting used to expressing their views through the Internet space in a variety of ways,which further become the formation of Internet participation.The Internet space,which formed by the Internet technology,has become an extension of social governance in the process of policy development,which means we should attach more atterntion to the public opinion on the Internet.In view of the fact that the domestic research has not paid much attention to the level of Internet participation in the process of policy-making,this paper uses the relevant research results of foreign scholars as reference.This paper uses ‘using and satisfying theory',‘privacy concern theory' and ‘media dependence theory' as the theoretical basis.In this paper,Internet participation behavior is divided into two levels,Internet concern behavior and Internet envolvement behavior.This paper puts forward the research hypothesis and constructs two kinds of behavioral influencing factors of the structural equation model,makes the preparation of questionnaire and does a sample survey.SPSS and AMOS were used as the main analysis tools in this paper to explore the influence of Internet usage,social interaction,self-identity,information privacy concern,internal efficacy and external efficacy on Internet concern behavior and Internet envolvement behavior.This paper also dicusses the Interaction between the variables mentioned above.This paper is divided into four parts.The first part is theoretical analyzed and summarized part,including analysis of background and significance of the research,purpose and process,the summary and review of the scholars' conclusion all over the world.Therefore,this paper concluded technology route and research method,put forward the theoretical basis and model building integration.The second part is the empirical analysis,including putting forward the research hypothesis,building the model building which based on the hypothesis,designning scale problems,scale distribution and data collection,data collection and analysis scientifically.The third part is the application of this paper,including summarize and combing the results of the study,putting forward the countermeasures and suggestions,which in order to raise the government's recruitment of public opinion on the Internet and promote the scientific and democratization of public policy-making.The fourth part is a summary and outlook,including summary of research results and put forward the limitation of the study.The study found that Internet using and internal efficacy positively affect the Internet concern behavior.Internet Using,social interaction,self-identity,external efficacy and Internet concern behavior positively affect the Internet involvement behavior.Therefore,this paper puts forward some countermeasures and suggestions in the process of policy making,such as improving the "blindness",establishing and perfecting the system;putting an end to the "virtual trap",improving the quality of netizens;reducing the "leftovers",emphasizing inspiration and regulate the network media.It is of great practical meanings for conforminnng a positive and active atmosphere of Internet participation,widening the channels of public opinion absorption and enhancing the public management level of the government.
