Since the 1990 s,The federal government was considered to have carried out two major reforms.One was the " reinventing government" campaign of the Clinton administration in 1993,also known as the longest-running and most successful campaign in American history.And the other was the " presidential management issue" pursued after president bush took office in 2001.Facing the ever-changing international and domestic environment at the turn of the century,the Clinton administration and the bush administration had made positive efforts on the reform of government administration and the governance of corruption.This paper mainly talks about the American administrative reform from the end of the 20 th century to the early 21 st century,divided into two periods of the Clinton administration and bush administration,Through the study of the reform of two governments,let us have a clear understanding of the reform trend and reform characteristics at the turn of the century.This paper includes preface and three charts text: preface mainly introduces the origin of this paper,foreign and domestic academic research achievements,the basic structure,characteristics and innovation.The second part is the first chapter of the text,mainly introduces the background of the Clinton administration and the bush administration reform faced by the government at that time,and the theoretical preparation of reform.The third part is the second chapter of the text,and the mainly part of this paper,mainly introduces three contents of the Clinton government and bush administration reforms,including the reform of administrative efficiency,the reform of civil servants performance management system and the governance of corruption.The fourth chapter of the text is the analysis of the two governments,including the achievements of two governments and the problems in the reform,and some enlightenment to the future public administration reform.The last part is the conclusion and summary of this paper,and also is a macro reflection of this paper.
