Research On The Governance Of Urban Community Under The Perspective Of Box's Citizen Governance Theory

At present,our country is in the crucial stage of building a well-off society in an all-round way.Community governance is particularly important.The 13 th Five-Year Plan pointed out that our country want to strengthen the community service function,strengthen and innovate social management,promote social governance refinement,perfect social management system,realize the positive interaction between the three main bodies of government,society and citizens.Obviously,the community governance has important status and profound significance in the social development.This paper takes nine committee community of Shenyang for the practical research object,through the actual interview and questionnaire of community citizens and community workers,summed up the current problems of community citizen governance.In the meantime,referring to professor Richard · C · Box's citizen governance theory with the actual situation of the community as the practical basis,we analyze the reasons of the problems of hing nine committee community citizen governance,mainly including the following four aspects: firstly,we lack the guidance of governance principles in the process of community governance;secondly,community residents lack awareness of the role of citizens;thirdly,the representative is not clear about their own role;fourthly,the public service professionals locate their own role improperly.When we find out the reasons for the existence of the nine community governance problems,in order to act appropriately to the situation,we put forward the solution to solve the problems of community governance,from the four aspects of the principles of community governance,citizens,representatives and public service professionals.The purpose of this paper is to cultivate citizen's democratic consciousness,arouse the citizen power in community citizen governance,and fully mobilize citizens and NGOs to carry out targeted policies and provide public services;Meanwhile,we also hope to find out the problems of the common city community governance in Shenyang and even Northeast China,and put forward the corresponding countermeasures as a reference.
