With the promotion of China’s building a well-off society in an all-round way anddeepening reform, there are huge changes have taken place at China’s city grassroots.As the autonomous organization of city grassroots, the status of development of citycommunities directly concerns the developmental level of whole city and greatlyinfluences the overall progress of urban development and the stability of the urbansociety. However, the status of development of city communities largely depends onthe governance process of city communities. The participation of citizens isindispensable to the management of city communities. As the principal part of citycommunities, citizens pay more and more attention to the governance of the publicaffairs of city communities and their sense of ownership becomes stronger.Abiding by the four principles, namely scale principle, democratic principle,responsibility principle and rational principle, Box’s citizen governance theoryelaborates the three roles of citizens, representatives and public service professionalsand the relations among them. In the community governance, citizens are thegovernors of communities rather than the consumers. Choosing and appointingofficials is a kind of endeavor to coordinate the citizens’ participation in thegovernance rather than to make decisions for citizens. Community public serviceprofessionals’ focus is to help citizens achieve their goals of society governance ratherthan to try to control the public authoritative organizations.Based on Box’s citizen governance theory, this paper takes the Blue Mountaincommunity at Liaocheng city as an example. Combining with the reality, this papersummarizes the community issues and proposes the relevant solutions and suggestions.Majorly, there are four parts in this paper. First part contains the concept of communityand the theoretical meaning of citizen governance theory, and the introduction to theenlightenment of citizen governance theory for the community governance. Secondpart concludes the status quo and the problems of community governance based on thequestionnaires which are conducted on the spot. Third part analyzes problems of thecommunity governance combining with the citizen governance theory. Based on theanalysis of the problems and reasons and combining with the citizen governance theory, fourth part proposes three measures. First, cultivating the positive citizenship.Second, repositioning the role of community representatives. Third, training thespecialized public service professionals.
