| Grassroots governance is an important part of social governance,but also a very important part of national governance.As the "micro-field" of the foundation of the party’s governance,the community contains multiple attributes such as politics,economy,society and culture,which is not only the foundation of national governance,but also the basic unit of social governance.In the process of community governance,citizens are not only the main body of community governance mode innovation,but also the direct service object of community governance.Studying how to promote civic participation in urban community governance is of great significance to improve the efficiency of community governance.The author selected the citizens of Y community in Tianshui City as the research object to carry out a questionnaire survey on the participation of community citizens and make a statistical analysis on the results.This paper combines the governance theory and social capital theory,on the basis of understanding the current situation of Y community citizen participation,analyzes the problems of participants,participation form and participation effect,analyzing the problems behind system supply,and cultivating network,and promoting community construction.The study found that there is a weak participation dilemma in citizen participation in Y community governance,which is specifically manifested as low participation willingness,unbalanced participants,low degree of organization,passive participation mode,low participation level,and low practical efficiency.The main reasons for the insufficient citizen participation are the low stock of community social capital,the suppression of incremental community social capital,the immaturity of citizen participation in cultural development,the lack of institutional supply and the lack of institutional guarantee.In order to promote citizen participation and form a good governance pattern of community participation,strengthen community culture,organization and system construction,develop and improve community participation,strengthen cooperative community governance network and build support platform for community participation to enhance community social capital. |
