A Study On The Establishing Of Community Governance Model From The Perspective Of Box's Citizen Governance Theory

Taking Tiexi District of Shenyang City as the research object and by directly interviewing community residents,community organization staff and sub-district office staff,this thesis concludes the problems in current community governance.Moreover,based on Professor Richard C.Box's Citizen Governance Theory,this thesis sets up community citizen governance model,suitable for China's condition as a premise,which can solve present problems,fully cultivate and develop citizens' democratic consciousness under the current political system and realize citizens' rights participating in the process of policy-making and decision-making.By means of literature research,interview as well as theory and problem analysis,this thesis demonstrates theories in relevant fields,concludes the problems existing in the current community governance,obtains the facts,and accordingly establishes a new model--community citizen governance model.The major participators in community citizen governance model refer to citizens,their representatives and public service workers whose governing behaviors are carried out by three specific founded organizations:citizen decision-making committee,citizen coordinating committee and professional public service group.Their authorities performed in the model are defined by their functions.The application of this model determines the organizing level of solving public-policy problems by taking a bottom-to-top direction,makes clearer the community governing subjects' obligations and more reasonable the decision-making process,and transforms the present community governance to be more democratic.This model possesses two innovations:one is that the sub-district office,a government institute,is cancelled and that professional public service group,instructing and supporting citizens,self-governing activities,is repositioned;the other is that citizens and their representatives are renewed through authority transference and that the establishment of citizen decision-making committee and citizen coordinating committee boosts citizen self-governance and the virtuous interaction between citizens and professional public service group.Through setting up this model,the thesis makes these following three conclusions:firstly,citizens' participation is both aim and method;secondly,in the community governing activities,government is transferring more and more authorities;thirdly,the desired development of community governance needs the institutional change.
