In recent years,Chinese ability to respond to emergencies has totally improved,while the local government still has some obvious shortcomings in the process of emergency preparedness,especially for many small-medium cities,there is still a long way to achieve a goal of the whole system of emergency preparedness.Quite a number of the small-medium cities have to introduce some development projects,including the high pollution and high-risk projects,in order to take advantage of their local resources and promote the economic development.However,The level of the infrastructure and emergency system in these cities is much lower compared to the well-develop cities.Therefore,in the face of serious situation,the local government of these small-medium cities must optimize the configuration of scarce resources and promote emergency collaboration in case of fragmenting the resources of emergency proparodnoss.Therefore,based on the theory of Holistic Governance and Lindell's Emergency Management,this paper focuses on department collaboration in small-medium cities.Besides,using filed method and interviewing method to study,this paper takes Weinan City as a case to study the difficulties during the process of emergency collaboration.As for the reasons of collaboration dilemma,this paper analyses the institution,the situation of department collective action,the effective collaboration mechanisms and the collaboration factors.At last,some suggestions to optimize the collaboration in emergency preparedness presented include six aspects:the idea of local government,"one case and three systems",the procedures of joint exercise,the model of comprehensive emergency rescue team,security system,public knowledge on emergency.
