Research On The Delivery System Of Community Service For The Aged In China From The Perspective Of Multi-Center Governance

Since,the,1970s,the aging of the population has gradually become a major challenge around the world.In response to the enormous challenges posed by population aging,countries have derived a number of pension models,such as institutional pension,community pension,and family pension and so on.Among which,the community pension has become the current major measures to ease the aging for its localization,convenience,low cost and other advantages.China has formulated a number of policies and regulations to encourage the development of community pension services in various regions since the 21st century,as a result,the practice of community pension is in full swing.However,it comes to a problem in practice that paying more attention to the supply and demand of community care services,not much to the delivery process.Based on this,this paper will focus on the delivery process of the community care service,and form basic research logic:what is the delivery system of community pension service?What is the specific delivery entity?What is the content and standard of delivery process?In order to understand well the delivery system of community service,this study uses the methods of comparative analysis,case interviews and case studies of three communities of Baoji city to understand the development status of domestic community pension service delivery,from the perspective of multi-center governance,then builds a suitable delivery system for Chinese community pension through taking example by the UK,Singapore and Canada community pension service delivery system.First,it clears the delivery principal of pension services,namely four centers:government,community organizations,social organizations and volunteers;then it details delivery contents of old-age services,namely daily care services,health care services,spiritual comfort services and integrated entertainment;also,it straightens out the process of community service delivery from the supply level,the demand level and the delivery level;finally,aiming at the construction of the community service delivery system,it puts forward suggestion from the diversified subject,the content of the refinement,the construction of the channel and the construction of members to ensure the perfection of the delivery system.
