Research On The Development Of Endowment Service Industry From The Perspective Of Community Governance

After China entered the aging society in 1999,the government began to really pay attention to how to do a long-term deployment plan for the aging population.The service industry for the elderly has received increasing attention.In 2013,the State Council's Opinions on Accelerating the Development of the Elderly Care Service Industry(GF(2013)No.35)played a milestone role in the development of China's pension service industry.This year's government report mentioned “retirement” on 10 occasions.It explicitly proposed the development of home,community and mutual support for the elderly,promoted the combination of medical care and health care,and improved the service quality of nursing homes.It emphasized the support of social forces to increase the supply of old-age care services.It is particularly necessary to study the pension service industry in the context of community governance.In the context of community governance,this paper studies the development of China's retirement service industry.First of all,from the domestic and international developments,it is concluded that studying the development of the aged care service industry from the perspective of community governance is a very significant thing.Then it analyzes the existing problems in China's pension service industry,such as incoordination of multi-centered governance,lack of financial support,lack of human resources,and backward management services.At the same time,it draws lessons from the development experience of foreign pension service industry,mainly including the United Kingdom,Japan,and the United States.Finally,it put forward targeted opinions,such as how to operate the collaborative governance,how to provide support funds in multiple ways,how to enhance the supply of human resources,and how to provide the management capabilities and service levels of community aged care services.The author concludes that it is necessary to attach importance to the composition of governance,the mode of cooperation,the importance of human resources,the development of science and technology,and hope to help improve the community careservice industry in China.
