Research On The Problems And Countermeasures Of International Network Security Cooperation

Every changes in science and technology symbolize the progress of human society,there are no shortage of changes in the international pattern and national strength behind the security concerns.Since the beginning of the Internet,the Internet and the global cyber security issues related to the rapid rise,and gradually from the opposite edge of the regional infiltration into the core of the international arena.As the world of dependence on the Internet is getting bigger and bigger,the vulnerability of the cyberspace is getting higher and higher,cyber espionage,hacker attacks and even cyberwarfare are increasingly becoming a new incentive to influence the relationship between countries,and in recent years,endless multinational cyber security events also caused panic on a global scale.There is no doubt that in the field of global security cooperation,the international community has reached a consensus on cooperation in cybersecurity,but international cybersecurity cooperation is still a new issue,and its problems are worthy of attention,the strategy to deal with the problem is worthy of discussing.This paper starts from the background of complex and interdependent situation in the era of network information age,and discusses the main problems and countermeasures of international cyber security cooperation.International cyber security cooperation is a new field of international cooperation in the network information age,from the existing international cyber security cooperation development situation,the international cybersecurity cooperation is mainly faced with the problems and challenges,including differences in the concept of cooperation makes the basis of international cyber security cooperation is not stable,fighting for interests makes the international cyber security cooperation are lacking of enthusiasm,the insufficient of nationalcapacity makes the failure of international cyber security cooperation mechanism,the United States and other developed countries implementing the "network hegemony" constitutes a major threat to international cyber security cooperation.For these problems,the paper focuses on the strategies of coping with the specific problems of international cyber security cooperation from the perspective of sovereign state and international mechanism.The weak network country should firmly defend the network sovereignty,the strong network country should bear greater responsibility to promote the smooth development of international cyber security cooperation;the United Nations should introduce the International CyberSecurity Cooperation Convention,the international community should take action to coordinate international cyber security cooperation to boycott the United States and other developed countries' network hegemony;as a rising star of cyberspace,China should actively play "leader" role in the international cybersecurity cooperation.
