The interactions and game between China,the United States and India often become the focus of attention.Especially in recent years,the dark cloud of Thucydides trap still surrounds the relations between major powers,and the relations between China,the United States and China and India have been strained several times.During this tortuous development,the special significance of network security in the post-cold war era has brought about a series of impacts and influences on the strategic game between great powers.The U.S.-India relationship is one of the most important strategic relationships in the Indo-pacific region,and cyber security is an important extension of the core interests of all countries in cyberspace.Therefore,this paper selects structural pressure as a research perspective to analyze U.S.-India cyber security cooperation.The core problem of the theoretical preparation part of this paper is to demonstrate why network information technology can balance the structural pressure,and what role network information technology plays in the strategic game of great powers? Through analysis,it is found that national strength is the key to balance the structural pressure.On the one hand,network information technology is a multiplier for enhancing national resource strength and an amplifier for operational strength of major countries.On the other hand,cooperation in related fields can also play a role in avoiding structural risks.The arrival of the network information age,the size and the generalized symmetry of the strength of a country gradually disappear,the network security cooperation can strengthen geographical advantages and make up the geographical disadvantage,which makes the network information technology has the conditions to become an international behavior body in accordance with their own willingness to competition and cooperation with other countries,international system to balance strategic technology protection structure with stress.In addition,the depth and breadth of cyber security cooperation is an important entry point to observe the strategic relationship between the two countries.In this paper,four ways of balancing structural pressure by network information technology among international actors are distinguished,namely "internal single type","internal mixed type","external single type" and "external mixed type".Through empirical analysis,this paper argues that the essence of US-India cyber security cooperation is an all-round and multi-domain external hybrid strategic cooperation with the strategic purpose of balancing the structural pressure and hedging the risks of China's rise.According to the depth of cooperation,it can be divided into three stages: initial stage,fluctuation stage and stable stage,which embodies the characteristics of taking defense as the main axis,pulling out and linking together,omni-directional and multi-field.The main reason for us-India cooperation on cyber security is that both sides face structural pressures of their own.The main reason for us-India cooperation on cyber security is that both sides face structural pressures of their own.In today's era of globalization,the level of network information technology plays a crucial role in the comparison of national strength,and bilateral cooperation on the issue of network security between major countries has the conditions to become a strategic choice to balance the structural pressure.By analyzing the process of us-India cybersecurity cooperation,this paper further draws the following conclusions: State autonomy is an important factor affecting the degree and effectiveness of US-India cybersecurity cooperation.Us-india cybersecurity cooperation is of limited utility in balancing structural pressures.There are three reasons behind this.First,the cooperation between the US and India in cyber security is still in its infancy.Second,in the face of the US and India's use of the Internet as their strategic pivot to balance and hedge China's influence,China is by no means sitting idle.It has entered the first tier of technological contests in 5G and artificial intelligence and gained comparative advantages.Third,under the influence of national autonomy,the United States and India lack deeper strategic mutual trust in deeper cooperation,and there is a possibility of strategic adjustment by giving priority to narrow national interests and even being carried out by the extreme conservative nationalist sentiment.Therefore,in the long run,the depth and breadth of US-India cybersecurity cooperation will still be governed by structural pressures.To cope with the structural pressure brought about by the U.S.-India cybersecurity cooperation,China should not only increase its investment in scientific research,improve relevant supporting facilities,mechanisms and regulations,but also step up efforts in changing thinking,cyber discourse power and cyber diplomacy.In addition,in the face of the rising pressure from the system,we should be good at using the power of the network to balance our own structural pressure,to balance the dominant position of the United States and India.Finally,China must respond to the strategic interaction between the us and India with appropriate methods and strategies.The key is whether China can take advantage of the strategic weakness of India.
