A Study On The Follow-up Development Of Henan's New Rural Community

In 2006,the construction of the new rural community became an experiment,since then,it has been in the cusp of public opinion and has a lot of controversy.Some areas integrate a variety of resources according to local conditions on the basis of respect and protection of nature,and make the community into the existing living conditions of the city without losing the rural green mountains and green water.But there are still many new rural communities because of various reasons have become "flats",and even some of the communities which have been built completely because of the lack of basic living facilities,suffering a lot criticism from the people,the construction and development of the new rural community was affixed "very good" and " very bad" two distinct tags.In 2013,County A pilot for rural housing demolition and gradually carried out the construction of new rural communities,initially,in accordance with the "unite the village" model,in the accumulation of a certain construction experience and taking into account the actual situation of the village,then "one village one community" or "many villages one community" and other diversified construction model were adopted gradually.Through the field investigation and visits of several new rural communities in County A,it is found that the occupancy rate of many communities is low and the sustainable development ability is not strong,The main the development of the industrial economy is relatively backward and very poor employment conditions,traditional small-scale peasant economy,low citizen satisfaction of rural communities,community management is not standard,infrastructure and public service system is not perfect,community life inconvenient,The main six reasons are lack of scientific decision-making,the lack of top-level design and planning,the low participation of the masses,the backwardness of the community economy,the imperfect rural public service system and the imperfect community governance system.In view of the reasons for the the development of the new rural community in County A,this paper puts forward some suggestions: establishmenta scientific decision-making mechanism,strengthening the top design and planning,improving the participation of the masses,developing the community economy,improving the rural public service system and innovating the community governance mechanism.
