Objective: from the theoretical point of view,the current domestic and foreign scholars have studied the issue of community governance in different degree,but in the micro field of public participation in community governance,special theory less relevant.The domestic scholars still focus on the study of community governance and foreign community governance,the lack of the empirical Research on the special research of citizen participation in community governance and the relationship between.This paper combines the theory of public participation and community governance theory,taking Nanchang Q community as an example,further discussion of public participation in community governance situation and countermeasures,to make up for gaps in current theoretical research.From the perspective of practical significance,the initiative of community governance from the hands of the government to return to the community,to obtain more rights and interests by citizens.The problem of citizen participation in community governance is conducive to accelerating the transformation of our community,for citizens to participate in community governance,decision-making and other open channels,eliminating barriers,community governance through democracy to promote the development of democracy in our country,the community really provide services for the people.This paper combines the knowledge of political science,sociology and science of public management,the core of the research from the theory of public governance and public goods theory spread to the theory of citizen participation and community governance theory,more comprehensive,system of citizen participation in community governance and scientific research.In order to more scientific and rigorous on the topic of research,this paper will analyze the basic theory and case combination,to apply theory to practice and guide the practice,at the same time with the practical case to complement the theoretical research.The integrated use of the literature research method,case analysis method,various research methods such as questionnaire survey and interview method,to ask comprehensive study of the subject.Firstly,citizen participation,a clear definition of community governance and the concept and related theory to make a basic analysis and introduction.In addition,this paper takes Nanchang Q community as a case study,with the method of case study on Qcommunity citizen participation in community governance is described,and from the thought,organization analysis of the causes,the status of the system and reality four aspects,combined with the United States,Hong Kong,Singapore as the representative of the developed countries or regions of the community governance model and governance experience,to improve the enthusiasm of citizens within the Q community to participate in community governance,to improve the status quo suggestions.Through this study,can draw the following conclusions: in the community,the most basic elements of the community residents.In the process of community governance,citizen participation is always the most important problem throughout the whole development stage.But to strengthen the citizen's sense of participation is not able to complete in a short period of time.Things,the need to strengthen the long-term civic awareness in the democratic political environment,encourage more conscious citizens to participate in community governance.After the field investigation of Nanchang city Q community,Q community found some problems exist in the problem of citizen participation.In the Q community,widespread participation of citizen consciousness is not strong,in the form of a single,current problems of dimensions of participation and participation is not a effect is not obvious.The deep-seated causes these problems include the ideological level,organizational level,system level and practical difficulties.This paper argues that in order to promote citizen participation in community management,it is necessary to guide the civic awareness,foster community,let residents consciously and consciously take the initiative to correct exercise of their rights,the community is regarded ask community.At the same time,also need to improve the grass-roots organization,improve the community "civil society" of the community structure,improve power and infrastructure and other aspects.To reforming the community power system,clarify responsibilities border,based on citizens,optimize the community mode.
