In order to cope with the possible large-scale earthquake disaster in the future,to build an effective emergency logistics network for disaster preparedness and disaster prevention will be in the large-scale earthquake disaster to make rapid response to reduce the rescue time,effectively protect the people’s lives and property.In the past,the research on the emergency logistics network of earthquake disaster mainly focused on how to construct a temporary emergency logistics network after the earthquake disaster to distribute the material to the disaster relief point.It is essentially an ex ante relief reaction,which will prolong the relief time to a certain extent,And prior to the effective emergency logistics network planning will be the first time after the earthquake disaster to the disaster relief distribution of supplies.As the earthquake disaster before the emergency logistics network construction is based on the basis of future forecasts,and because the probability of large-scale earthquake disaster occurred very low,so the network construction should not only highlight the timely post-disaster relief,but also take into account the cost of location factors.The problem of the double-objective emergency logistics network model constructed in this paper is to find out which candidate points are selected as the emergency material reserve under the situation of considering the large-scale earthquake disaster and the corresponding interruption of the reserve.What is the level of fortification for each repository? How can a vehicle be allocated between the reserves in a limited amount of inventory and a callable vehicle to deliver emergency supplies to the demand point to minimize unmet needs? This article mainly from four parts to consider the interruption of the reliability of emergency logistics network planninganalysis.In the first part,the author points out the problems and the main contents,the main research contents and the innovation points of this paper,such as site selection,emergency logistics location problem and reliability location problem.In the second part,a dual-objective model of emergency logistics network is established by combining the domestic and foreign research and reference to the theory of emergency logistics.This model considers a variety of scenarios,reserve interruption,reserve bank fortification level,Where to locate and how to allocate vehicles,and ultimately how to make effective planning so that the total delivery time of the facility is the shortest and the cost of the site and the failure to meet the demand.In the third part,a non-dominated sorting genetic algorithm based on niche technology is designed,and the specific flow and operation of the algorithm are introduced in detail.In the fourth part,the simulation of the parameters related to the model and the algorithm is carried out.The algorithm is programmed by Matlab.Finally,the pareto frontier is obtained,and a set of pareto solution sets is generated.The results show that the proposed model and the effectiveness of the proposed algorithm,according to the pareto frontier decision-makers can be based on their own preferences in the total cost of the total cost of distribution and select the appropriate program.
