Research On Optimizing Supervision Of Intermediary Services In Administrative Examination And Approval

With the development of social economy in our country,the administrative examination and approval intermediary service has played an important role in promoting the government departments to perform their dutieslawfully,and in providing professional technical services for enterprises and the masses.But meanwhile,there are many problems,such as many steps,time-consuming,charging chaos,monopoly and other issues.There are some related interests engaged in intermediary service agencies and government departments,which,to some extent,counteracts the effectiveness of the reform of administrative examination and approval system,increases the burden on enterprises and the masses,disrupts the market order,and even becomes the breeding ground for corruption.In order to further deepen the reform of administrative examination and approval system,and to promote favorable development of market intermediary services,the State Council has issued two consecutive to clean up and standardize the administrative examination and approval departments of the State Council intermediary service related matters notice consecutively,which marks standardizing administrative examination and approval intermediary service has become an important agenda of decentralization.In this paper,2 cases of administrative examination and approval intermediary services in Qijiang district serves as an example.Based on the present situation of administrative approval intermediary servicesand its relevant problems,the author analyzed the cause with the help of cases.Besides,the author finds out the reasons for the current chaos of the administrative approval mainly from the aspects of government administrative rights,supervision subject status,intermediary services business quality,market legal system.Based on investigation of the actual situation in Qijiang District,as well as the clear mind on basic context,the relevant theory,and the basic status of implementation,the author thinks that there are mainly four factors that cause the current administrative approval intermediary service problems.They are Administrative power monopoly,the main regulatory confusion,the uneven quality of intermediary business,the imperfection of legal and regulatory system.In view of the above-mantioned problems and on how to strengthen the supervision and management of administrative examination and approval intermediary services,the author puts forward four aspects of thinking through the literature analysis and research summary.The firstone is to regulate the government administrative rights and to implemente the intermediary service list system;The second one is to improve the role of market regulation,leting the market give full play to the resource allocation through full market competition so as to achieve the survival of the fittest.The third one is to actively cultivate self-discipline,to strengthen the occupation moral supervision of enterprises and employees in the establishment of professional third party assessment mechanism,through industry guidance,and to create a fair,impartial and open administrative approval intermediary service market environment.The forth one is to strengthen social supervision,whose focus is to develop a sound supervision mechanism of the whole process,to improve the credit rating system and dishonesty disciplinary mechanism,as well to establish a scientific and sustainable development of the intermediary market regulatory mechanisms.The author hopes that through the study of the administrative examination and approval of intermediary service,we can find a proper way to clear "red intermediary",to standardize third party intermediary services,to optimize the allocation of resources.Morever,it is also a appropriate approach to explore the feasibility of the path that can be replicated and extended from the experience and that can provide reference for the further improvement of theadministrative examination and approval system in terms of laws and regulations and intermediary service intermediary mechanism,so as to achieve decentralization,establish their own modest to provide a administrative,open and fair market environment.
