Administrative examination and approval,as a means of government management of social and economic,has played an important role in a fairly long period of time in our country.Nowadays,with the progress of our society and the development of economy,the original mode of administrative examination and approval limits the power of development,and the reform of administrative examination and approval system and mode is imperative.From the beginning of The16^th Congress China reform the administrative examination and approval system time and again.Especially since The 18^th Congress,China is focused on building a service-oriented government.Administrative examination and approval is an important part of the construction of service-oriented government.Changing the approval mode has entered a crucial area.However,it's not difficult to find that there are still many problems to be solved through researching the current status of the reform of administrative examination and approval.Analysising the source of these issues is significant to further promote the reform of the administrative examination and approval system and promote the transformation of administrative approval mode.This thesis is based on the practical investigation.The transformation of administrative examination and approval mode is the research object to discuss.First of all,this dissertation introduces the background of this research,the process of the reform of China's administrative examination and approval,the evolution of administrative institutions,and the significance of this research,the main ideas and main contents of the study.Secondly,the article defines the basic concepts of administrative examination and approval,summarize the development of the administrative examination and approval reform of Tianjin city,the basic situation of Administrative Examination and Approval Bureau of HD District,and the results of the reform of administrative examination and approval in recent years.The article diagnoses the typical cases and problems of current administrative examination and approval analyzes the causes of problems.Thirdly,based on the untangling of the reform practice of administrative examination and approval at home and abroad and the basic requirement of government's reforms and function transformation,the thesis clarifies the objective necessity of the administrative examination and approval transformation from management model to service model from four aspects.This thesis analyzes the objective necessity of the transition which from the original administrative examination and approval management mode to the administrative examination and approval service mode transformation from four aspects.Fourthly,this thesis has designed the administrative examination and approval service model,clarified the guiding ideology and basic principles of the administrative examination and approval mode transformation,the key factors and the operation mechanism of the administrative examination and approval service mode.Finally,this thesis put forward countermeasures and Suggestions of the full implementation of the administrative examination and approval service mode from six aspects.Expect the exploratory research of this article may provide decision-making reference for promoting the reform of administrative examination and approval service and contribution to the power of meager for improving service government construction,speed up the realization of government management system and management ability of modern.
