| Administrative examination and approval,as an important tool,plays a significant role in managing and promoting social and economic development.Bureau of Administrative Examination and Approval of Tianjin Binhai New Area,the first one of its kind in China,was set up in 2014.It is of typical significance nationwide by serving as a vanguard in promoting centralized pattern of administrative examination and approval,thus realizing breakthrough in reform for“one seal for all”.Guided by the vision of building service-oriented government and administrative service for the people,administrative examination and approval is transforming to a more comprehensive people-centered pattern.To achieve this,Binhai administrative examination and approval mechanism stands ready for improvement and perfection.The thesis carries in-depth analysis upon the history and status quo of administrative examination and approval management of Binhai New Area,systemically sorts out outcomes and existing problems and analyzes root causes by employing the methodologies of literature review,case study,theme interview and grounded theory.To this end,by selecting face-to-face talks with 25 interviewees,the thesis employs grounded theory and coding analysis and pinpoints key influence factor of administrative examination and approval mechanism,to formulate an influence factor model underlined by reform driver,organization base and guarantee measures.Then,for the existing problems,the thesis employs this model and public organization theories of service-oriented government to put forward proposals and solutions to optimize administrative examination and approval mechanism of Binhai in the sectors of reform driver,organization base and guarantee measures.It is hoped that the thesis may be offer research support to other provinces in centralized pattern of permission reform,thus blazing new trail for the evolution of bureau of administrative examination and approval in the course of government service. |
