There were always series of issues in our government's Recruitment unit,such as outdated concepts, unscientific testing system, low talents turnover, weak promoting system and simple reward system ect. Professionals have raised serial of ways to help management in better reward system of government.In recent years, various laws and regulations related to stimulus were gradually issued to improve the internal stimulus mechanism in government sectors. However, from the perspective of current stimulus status in government sectors, many recurring problems about stimulus still existed with the trend of bureaucratism. The traditional way of shiftless and satisfaction with the existing state had not been improved effectively. The problem of less responsibility and professional dedication was hardly solved in fact. It could be seen that many problems about stimulus had not been truly solved with these new laws and regulations about stimulus.In this paper, by application of literature research, questionnaire and comparative studies, discussing from the view of the regulated, the theoretical model of influence of perceived stimulus of public servant on the aspiration of hard working was deduced according to L.W Porter and E.E Lawer's multiple stimulus, so as to confirm the definition and constitution factors of stimulus. Depending on questionnaire, the influence status of the regulated about various stimulus on aspiration of hard working in Hainan Police Station was collected to provide evidence and reference for administrators of public sectors to grasp the reaction of public servant towards current stimulus and recognize more important types in order to provide stimulus in an accurate way.
