Research On The Operation Mechanism Of "Linkage Of Community,Social Organization And Social Workers" Community Governance

The "linkage of community,social organization and social workers" reform is an important path for the transformation of the country’s grassroots governance.In the past 30 years,the relationship between the state and society has undergone profound changes.The ideology fully affirmed its feasibility and importance.After the Third Plenary Session of the 18 th Central Committee,the "linkage of community,social organization and social workers" became a new framework for community governance.Governance theory proposes that the "state-market-civil society ’Trinity’ governance model" can echo the framework of interpretation of various social scenarios.The current structural changes in government,market,and society are also providing the possibility for such governance changes.With the rapid development of urbanization,how community governance achieves win-win cooperation among various stakeholders has always been a core issue of concern for grassroots governance.Communities,social organizations,and social workers continue to empower grassroots governance,and through collaboration to solve existing problems in society and promote social services,each subject plays its greatest role in it.The J community along the streets of Nanjing City is in a leading position in the governance effect of the "three-society linkage".This article uses the context of the J community governance as the background.The action materials are modeled on the basis of semi-structured interviews and on-site observation methods to collect materials,data analysis methods to analyze materials,and analysis of the operational mechanism of community governance.Through social surveys,I interviewed the party committee secretary,social workers,and social organizations of the J community.Starting from the governance background and current status of the J community,they explored the role of communities,social organizations,and social workers in the "linkage of community,social organization and social workers" mechanism Role and positioning,analyze the rationality of the "linkage of community,social organization and social workers" governance model of the J community,and explore the effective driving factors.On this basis,this research focuses on answering the questions: What are the respective roles and functions of the “Three Communities” in the linkage? What are the interrelationships of the linkage process? What are the constraints and their causes in the linkage process?The original community governance model was inefficient,and the problem was that government society failed to cooperate in depth,resulting in poor autonomy.The interaction between multiple subjects is not only to play a role alone,but also to unite forces and work together,and how to maximize the advantages of the three cooperatives is the most important thing in the research of the three cooperatives.The "linkage of community,social organization and social workers" does not exist in isolation,but through the establishment of a linkage platform and the establishment of a linkage mechanism,to maximize the effectiveness of linkage.Communities,social organizations,and social workers coordinate and cooperate to maximize the integration of resources,mobilize the initiative of multiple subjects,and achieve a good interactive situation.First of all,the community mainly builds a community platform in the whole process of "linkage of community,social organization and social workers",and assumes the role of the platform for linkage operation,and builds a platform for residents’ selfgovernment.Second,the integration of social organizations makes the community’s various services full of vitality.Social workers can also empower and support them from a professional perspective.The "linkage of community,social organization and social workers" model has achieved results to a certain extent.The Jiangbei New District J Community Party and Mass Service Center can be regarded as a hub.It visits and investigates residents through a grid-based working mechanism,understands the needs of the masses,and implements the project system operation based on the actual needs of residents.The entire process of supervision,evaluation,acceptance,and full use of the effective resources of the community,the duplex cooperation mechanism can effectively promote the implementation of community services.Through the interview method and participatory observation method to understand the constraints of the current "linkage of community,social organization and social workers" model in the J community operation,and from the perspective of multi-subjects cooperative governance,explore the underlying reasons for the "three-society linkage" collaboration break.First,the "linkage of community,social organization and social workers" governance mechanism has not made the neighborhood committee a true autonomous center,and the community is still in a state of insufficient functioning.Second,social organizations are dependent on the development of local governments,are subject to complex institutional norms,lack sufficient credibility,and become consumables for inefficient governance.Third,social workers have two roles and cannot concentrate on providing professional services,which is the main reason that affects their professionalism.The institutional environment of "strong government and weak society" has led to a strong administrative color of grassroots governance.The government did not clarify the role and function of the governing subject in the process of the three social cooperatives,which caused the conflict between the administrative power and the social power in the community.Through investigation,it can be clearly seen that although the three-society linkage model has achieved obvious results,there is a phenomenon of "strength" unevenness and incomplete system construction in the process of social organizations participating in the three-society linkage.Seeking a new stage of development." At present,although the protection mechanism for community workers and social workers has been established,its substantive connotations are incomplete,including dilemmas such as low treatment,heavy workload,and uneven staffing.The tendency of community administration has led to the community’s seldom self-governance of community affairs.Therefore,the residents of the community have habitually accepted the arrangements of the community or ignored the affairs of the community,showing a "cold" state of community governance.Finally,under the re-examination of the requirements of the times and the breakthrough of traditional efforts,four suggestions are proposed for advancing administrative reform,fostering social capital,improving system construction,and building a contingent of talents.The government is at the core of leadership,but it has delegated power to empower society and markets.The community does a good job in building the platform and actively coordinates the strengths of all parties;the community organizations cooperate through competition to make reasonable use of government and market resources to empower the community;social workers think about the development of the "linkage of community,social organization and social workers" from a professional perspective and improvement.In the end,the entire linkage process is to achieve a new governance balance in the process of constant friction and runningin,and realize community autonomy to improve the "linkage of community,social organization and social workers" governance mechanism.
