| Ren'ai is a county(Chinese basic level unit under governance)of Sichuan Province.It's also one of the four Minor Protection Experimental Units as the second-round project hold by Save the Children and Ministry of Civil Affairs of the People's Republic of China in 2013.It's an important experimental site of basic level unit.This study aims to rebuild the whole story of the famous child abuse case in Ren'ai 2016.Based on the whole reduction of the event,the study want to know how does the Minor Protection System in Ren'ai operate.The study concentrates on three dimensions: 1.How does the MPS operate veritably? 2.What's the feature of the MPS in Ren'ai and what's the idea behind? 3.What kind of useful experience can we take from MPS in Ren'ai? What's the limitation and what advices can we take for the National MPS policy?The Research is based on individual case study,doing the dynamic study on the famous child abuse case in Ren'ai 2016 for 8 months,collecting various kinds of data from observation,documentary,interviews.The research describes and reflects on subjects including the Minors Protection Center,departments of administration,social work service agency,social organizations,village committee /production unit in the farm,neighbors,family,mass medias concerned to the little girl Honghong.The study's finding: 1.Rebuilding the whole experience of how the MPS at unit level in Ren'ai operates on the famous child abuse case in Ren'ai in 2016.2.Concluding the whole dynamic system of minorsprotection as an “Hourglass-pattern” which has multiple objects concerns in.The protection process can be told in two parts: The first one is the united investigation and congress joined by multiple departments formed by Minors Protection Center.The second part is dividing the work apart for different departments to help protecting the children.3.Documentary management play dual roles of making the specification of the process and promoting the efficiency.4.Digital Management of The Troubled Minors helps improving the efficiency of classification and work division.5.The guardian of the children may play dual roles as both injurers and protectors simultaneously during the process.6.Since everyone involved in a child protection case wants win the public opinion,mass media do have important influence on a child protection case.In conclude,the paper writes out that action goes before conclusion on the minors-protection work at basic unit.The departments under the basic unit should dare to break through the current policy to fulfill the unknown area of minors-protection.The MPS should base on basic level experience.The Chinese government should build the policy bottom up,applying the good experience onto the whole nation. |
