Research On Government Accurate Purchase Of Rural Public Service Of In Mianyang From The Aspect Of Equalization

The 18th National Congress of the Communist Party of China reports clearly put forward the goal of the basic public service equalization overall realization,further proposed in the third Plenary Session of the 18th CPC Central Committee to accelerate the transformation of government functions,promote the government to buy public services.So effort to promote the equalization of basic public services is an important task to improve the livelihood of the people,urban and rural development and the building of a harmonious society.In view of the realistic conditions of the purchase part's consciousness,ability,methods,etc.the level of public service supply in rural areas of Mianyang is just unsatisfactory,the supply between different regions,industries and fields is inegalitarian and inaccurate,and the fragmented supply mode exists in the vast rural areas of Mianyang.The mode of supply cannot solve the root of the problem.The supply can't play its due role especially in the case there are no sufficient resources,to some extent,it is a waste of resources and it does not contribute to the improvement of the level of public services in the integral.In order to change the status of rural public service in Mianyang,promote the level of public service,through survey and questionnaire,the paper finds out the characteristics and the reasons of the absence of regional public service,analysizes the absence of government function,learns about marginalized needs of the rural public service,then finds out the real demand point of Sannong public service.Based on that,this paper argues that government purchase of rural basic public service must set up an overall standpoint,strengthen the demanding point and maximize the purchase performance targets.In other words,the government should have an overall consideration to every demand point,grasp the internal relation between the demand points,set up a supply service system by using the experience of a selected spot(unit)to promote the work in the entire area.i.e.the purchase should be equalized,the supply should be systematic and the service should be accurate.Under the guidance of this concept,this paper holds that the basic public services rural residents need are mainly ecological basic public service,the people's livelihood,cultural basic public services,and production type of basic public service,a total of five categories.On the basis of the classification of the modules,this paper accurately identifies a center or a platform,realizing the organic integration of the public service under each module,and further realizes the systematic construction of basic public service.Based on this,the paper constructed an ecological public service government purchase path taking ecological agriculture as the content,a people's livelihood government purchase path taking survival and development as content,a productive public service government purchase path taking the family farm as the carrier,a culture form of public service government purchase path taking the countryard bookhouses as the carrier,a secure public service government purchase path taking safty and stability as the content,which establish the systematic construction of basic public service supply.At last,the paper puts a financial supply pressure test analysis for the constructed purchasing patterns and the process of regulatory pressure.It also identified the risk of the purchase from the five aspects,"what to buy","who is going to buy","buy from whom","how to buy" and "if it's valuable to buy".And it analyzed the efficiency of government purchase of rural public service in Mianyang.It considers the pattern this paper constructed can achieve the goal of equalization of basic public service purchase,systematic supply and accurate service.
